Ideally you should at least be on one of the currently supported versions of macOS which as of now is High Sierra or newer. Catalina no longer supports 32bit apps so if you still have any 32bit apps you are using, then Catalina is not for you unless you can upgrade those apps to 64bit or find other alternative apps. Mojave really requires at least 8GB of memory, but I'm not sure about High Sierra. If you don't have at least 8GB of memory, then stick with the older versions of macOS although anything before High Sierra no longer gets security updates.
